E verybody always says call the all knowing OOIDA. Contact your state federal tax building's (vehicular division)...you get your IFTA there. As for authority there are tons of companies you can use for that...

Here is the USDOT website. If you are running intrastate, not hauling Hazmat, you do not need DOT number. https://www.fmcsa.dot.gov/registration/do-i-need-usdot-number
I looked further, and your state, GA, does require DOT number. This page should answer all your questions. -
What the hell are you guys talking about? IRP? IFTA? If he is not going out side of the state he is registered in for money, he does not need them.
