    This would be a good plan to decrease congestion and reduce fuel consumption but it brings up questions . Are the needed equipment and experienced crews available ? It appears there is a shortage of qualified personnel . http://www.mtvassociation.com/news.html
    It doesn't take much to bring things to a halt on inland waterways . Floods or a collision can bring things to a halt .
    It'll be interesting to see how this progresses .
