Dot Reportable Accident- Not cited, inspected or ticket. On PSP but not DAC or MVR

I'm saying the officer shouldn't of omitted information that was pertinent to the crash, such as witness statements, if that's indeed what happened. One thing I've learned on these message boards, is that many times people don't tell the whole story or all the facts.
