Someone wanted my fuel more than I did, they emptied the tanks to the point that my fuel light has come on, Question is, when the fuel light has come on, How many miles would it be safe to drive?

That a question thats hard to answer, every truck will be diffrent, i've drive mine 50 mile with the light on fueled up and still had 40 gallons in the tanks. The size of the tanks will determine how far you can run.

Problem with locking caps (assuming they don't freeze and you can't unlock them) is there are still plugs in the bottom of the tank. You can't totally prevent fuel theft.

I have seen a group that got caught steeling fuel they had a vacuum truck and hoses they parked, then one guy would crawl under your truck and with a rubber boot thing he put on the bottom of the tank. it had a hole saw in it. they drilled a hole in the tank and sucked out the fuel when the did one tank they went over and did the other, when that one stopped getting fuel they shut it off and went to the next truck. They got caught because a group of us were having a beer in a parking lot, and one guy saw them and called 911.
They not only lost the fuel, the tanks had to be removed and repaired or replaced.The Challenger Thanks this.
