Can someone please point me in the right direction as far as everything I need to obtain/keeps on file for a new driver? I have experience with driver files but it seem like I am drawing a blank now that it is coming to my own authority!

Get the 'desk copy' of the FMCSR from J J Keller, it has all the different sections of the 49 CFR with guideance.
Get familiar w/ Parts 40, 376,379, 382, 383, 387, 390, 391, 392, 393, 395, and 396.
Part 391 should answer most of your qualification file questions but will refer to some of the other parts... -
