That is not how it works in ALL the states. Citizenship is not a qualifier.

 

Go to a different DMV office and try again. Don't mention you've already been to one that turned you down.
In many cases this works.

Tennessee does not issue a CDL to asylum seekers or those who are not in the US legally. Florida and Kentucky do, if the person has a USCIS EAD(work permit).
