How is this any different from my having a non-resident concealed carry permit from Florida and using that to carry in Delaware due to DE’s reciprocity with FL?

I had a similar problem with my wife getting a drivers license. She's a Chinese citizen. She went through driving school and we took that certificate to the DMV in Nashville. They would not give her the drivers license unless she could prove she's married to me, a US citizen. Made a quick trip back home to get our marriage license. Then she was given a drivers license.
I don't know if that's still the law today, but it was back then.
The passport & Green Card was not enough, had to show the marriage license.Last edited: Oct 7, 2024

When we moved to Nevada it was a simple process. She handed her Tennessee license to the clerk and with a new photo, she was given a Nevada drivers license.
With me, a new photo, eye test, and fingerprint for the hazmat. Simple.

These folks have an EAD (employment authorization document), not a green card (permanent resident status).

The US could place CDL vending machines at the airports, border crossings, and truck stops, if that would help.
