    49 USC 14103 - Sec. 14103. Loading and unloading motor vehicles

    (a) Shipper Responsible for Assisting. - Whenever a shipper or receiver of property requires that any person who owns or operates a motor vehicle transporting property in interstate commerce (whether or not such transportation is subject to jurisdiction under subchapter I of chapter 135) be assisted in the loading or unloading of such vehicle, the shipper or receiver shall be responsible for providing such assistance or shall compensate the owner or operator for all costs associated with securing and compensating the person or persons providing such assistance.

    (b) Coercion Prohibited. - It shall be unlawful to coerce or attempt to coerce any person providing transportation of property by motor vehicle for compensation in interstate commerce (whether or not such transportation is subject to jurisdiction under subchapter I of chapter 135) to load or unload any part of such property onto or from such vehicle or to employ or pay one or more persons to load or unload any part of such property onto or from such vehicle; except that this subsection shall not be construed as making unlawful any activity which is not unlawful under the National Labor Relations Act or the Act of March 23, 1932 (47 Stat. 70; 29 U.S.C. 101 et seq.), commonly known as the Norris-LaGuardia Act.

    I just call my boss and she issues a Fleet One check off the fuel card account. No harm no fuss. A small 6 truck fleet can do that but Swift can't?

    I had a load I ran for JB Hunt,, when I got to the receiver, they asked what name was on my truck,, I told them John D. ###( My company name), he then said I need to pay $100.00 lumper fee, I told him I don't pay lumper fee's, you will need to get it from JB Hunt,, he then said whatever name is on the truck pays it,, he again asked what name was on my truck,, I stated " JB Hunt",, he then billed JB Hunt,,lol

    I guess Swift changed the way they do things. I used to just have them put it on the acct write the Comcheck do my paperwork as usual! no problem! now if you don't scan your paperwork in your gonna have trouble, but hey that is the way it is with most companies now.

    I could'nt agree with you I hate lumpers as much as you do.Seems they always take the longest to unload versus the non lumper loads.I don't know if refusing lumper loads is the way to go though.Just tell your DM to quit giving you lumper loads.I never paid for any lumpers out of my own pocket.I always used multi serv.Some of the brokers i hauled for had an account with a lumper serv so that was nice.

    Thanks,folks! I am trying to make the point that the fees and costs come out of your money,whatever service you use! Wheather you use Comdata,T-Check or the like. I have been told since I have to pay it,it comes through Comdata,I am charged $5.00 through Swift for any advance I get. Then it's reimbursed the next week if I turn in a reciept. It's the point YOU have to get that check to PAY them!. Take care,all. Drive safe! Rick.

    Here's how it works...driver pays lumper, lumper gives driver receipt. Company fronts money for lumper. Company will reimburse driver for monies paid When company receives receipt. So, since driver receives money for lumper from company, and there's a lag time getting paperwork into company, surprise !, driver has to wait a week to get reimbursed.

    I guess it has to happen this way because of some drivers not turning in paperwork.

    It would be easier all around if it was a set lumper fee know upfront, paid to driver to cover the unload.

    Then driver could either unload it of have lumpers unload it, no big deal.

    Glad I never have to deal with lumpers.....

    In reality, every person who bought one of those onions paid that fee.

    Didn't do to many grocery loads but did learn to have some extra cash for lumper , turn in reciept and signed on BOL, thats the way it has been done for years whats the big deal? get your trailer unloaded and get out.
