So let's review:
The officer approaches the truck driver(using the term loosely here) in informs him he parked into the travel lane, subject to getting hit by snow plows or other vehicles because of the low visibility.
He is given the option to drive the vehicle to the next safer spot, it the officer will be forced to call a tow truck, which in my view is much more of a hazard than the driver driving the vehicle as carefully as possible.
And this genius who operates the YouTube channel "Mutha Trucker" for fun and profit thinks there is some level of discussion here.

Wyoming has a pretty good website to be able to check on conditions before you really get into it. No reason to get in that situation.
