Will a bad ipr valve. Cause the engine light to come on? Truck runs fine at high rpm. But shut itself out below 1200 rpm

Possible. But you need to check the codes that getting logged. ICP codes could be caused by a bad IPR.

You need to find out what fault codes you have. I could be a few things.
What is wrong with the data link? The dealer software Servicemaxx j1708 talks on the j1708 data link to the ECM. Make sure the pins did not get pushed back in the data connector. The newer version of Servicemaxx and NED will not connect to a 2007 or older engine as they use the j1939 data link and will give you connection errors if you try. The dealer was using the correct software?

Servicemaxx j1708 is a free download from Navistars website. Then all you need is a communication adapter.

Usually when the IPR fails the engine stops running.
How were they able to read fuel and injection pressure?

I will check the pins. The dealer had the laptop on it. He might was talking about the oil pressure. I can’t remember. But I will get the $500 dollar ipr valve. The screen was broken on the old one.

Basically the Truck died itself. Took the ipr valve off. Replaced it with a Chinese one. (Still same problem) put the old one back on and it started again. But it runs better with the icp sensor unplugged. Basically on the high rpm it runs normal. Anything below 1200 rpm range it dies

UPDATE: I cleaned out the fuel pump. Twice. couldn’t get it to prime. Took filter out. Blew air into that little hex key ball valve. Guess what. Truck is on low idle now for the last ten minutes and counting. Can the problem be in that valve inside the fuel pump?????? P Lease advice

Yes the fuel pump can be a problem. They wear out over time.
I have replaced and rebuilt a few over the years.

Is there another valve beside that hex key ball valve?
