That's right. These drivers that have their own authority sometimes don't realize that company drivers are at the mercy of the company they drive for. Technically we have unlimited personal conveyance time if we needed it, but 99% of companies limit it in some way which means a logbook violation if it's exceeded. But is it REALLY a logbook violation if you only violated a company rule?

Ex, 1) Pre trip, ( On duty status, lets say,takes 30 minutes), 2) Drive to a shipper ( I spend 6 hours to get loaded), when I leave the shipper, as you said before, i won't have 10 and half hour left to drive, but only what's left of the 14 hour shift Rule, IN THIS CASE I SHOULD HAVE 7 HOUR LEFT TO DRIVE? CORRECT? And thats because, the 14 Hour Rule WONT STOP EVEN IF IM NOT DRIVING. In other words, if i would have had 10 and half hour left to drive ( ONLY AN EXAMPLE, ), then the 14 Hour Rule, wont make sense. Because if i would have had 10 and half hour left ( DRIVING TIME, ONLY AS AN EXAMPLE), then the total would be: 30 min ( Pre trip) + 30 min ( Drive to Shipper)= 1 HOUR ( Every thing counts toward the 14 hour Rule). Plus 10 and half ( Drive time LEFT), TOTAL WOULD BE = 1HR + 10 AND 1/2 = 11 AND HALF ( WHICH WOULD EXCEED THE 11 HR ALLOWED). But in the example YOU MADE OF THE 11 HR RULE, The breakdown ( CORRECTLY), would be: 30 min ( Pre trip)+ 30 min ( Drive to shipper)= 1 HR, + 6 hours ( WAIT TO GET LOADED)= 7 HR, ( Plus 7 HR left to drive), TOTAL = 14 HOUR RULE, WHICH IS YOUR EXAMPLE. Remember that you can log off duty while waiting to be loaded/unloaded. As the freight is no longer under your control.

Think of the 14 hr clock as a stopwatch or the timer on a bomb. Once you start it, you cannot stop it unless you go off duty for 10hrs.
