    get a power-probe: http://www.powerprobe.com/
best thing for figuring out electrical BS. touch it to wires and it'll tell you if it's ground, nothing or hot. You can also use it to supply ground or hot to things. makes testing and figuring stuff out so much easier.

The fuses are one part of the circuit, each circuit has a relay too and if I remember right, the tractor has one relay while the trailer has another.

There's a couple different models. Mine was less than $100. I think I have the powerprobe 3, came with a case which is handy.

The electric pigtail is good, and the brown wire under the boot before the receptacle is good. More troubleshooting to come

Update on the truck side: found that there was a wire that was spliced into the 5 pin connector mid frame that went back to the tail lights. /////Well there was no power at the tail light side, but after disconnecting the splice near the 5-pin connector I tested for power at the wire before the splice, it had power. So while I was gutting the old wire I found where it rubbed against the frame. It broke real quick when slightly pulling on it. Probably causing the short, and which may explain why after it rained I started having issues with it. A little Wire was showing.

Still got the trailer light issue to deal with but I know it's not on the trailer side.

You can run a hot wire direct from battery to test the lights/circuit. Start from your light connection and work your way back.
Electric gremlins, for me are the hardest to find.
    Good luck.
