Model year will be determined by vin which is indicated by the 10th digit. X and back are exempt, Y (2000) and up will require one. Leave it to the government to word something poorly especially when it pertains to truckers. It has been updated though in the final ruling.

Again not trying to argue and as we both said way for them to word it and screw it up. But it says date of mfg and my date is 04/1999 that's what I'll argue and they can shove it when I pull up MANUFACTURED...AFTER...2000.
Again no argument I'm just saying you wordered it that way (dot) that how it's interpreted write me a fine and we're going to court with you're reg and a time stamp in hand...
Maybe that'll make em think twice about leaving things open to interpretation. -
Might not be a mistake. The Ontario DOT used the DOM when they made the speed limiter law. "Trucks mfg before Jan 1 1995 are exempt". We had a 1995 model with a Celect ECM that was built in 1994.

i have the same situation as 379 my truck has a 99 biuld date i want to say 7-8/99 its a 2000 model year vin Y. so by the "trucks manufactured before 2000" my truck would qualify but by the clarification by the fmcsa saying the vin will determine the year for enforcement my truck is not exempt.

You're right I was wrong I had never fully read the regulation just what I had seen on the website on the FAQ section. Well guess it's time to start looking for a donor truck to put my motor trans and rears in.

Either way I guess it isn't all that bad I just don't like the idea of having a babysitter in the truck that isn't a good looking 20 something
