empying a gas bottle w/o a flare

Hi y'all.

I haul propane and "Y grade" NGL in a MC-331 gas bottle, and some of our customers want our trailers at 0 PSIG when we arrive to load. Zoning restrictions won't allow us to set up a flare at our yard, and the local trailer shop doesn't have a flare, so we're looking for a solution that will allow us to empty our trailers without getting any liquid on the ground.

Surely we're not the first yard to ever have this issue, so if any of you have any suggestions, please share.
