Basically trucks are scored on how “green” they are, matching up to requirements under the newer Phases. Say a 579 has 3 points. A 389 would likely be -2 points. Any manufacturer with negative points has to pay a penalty for each truck made after a negative balance if they fall under their point allotment as a whole.

 

Sounds just as re tarded as the CAFE rules for cars.

 

That's similar to Caterpillar paying fine for every bridge engine they built in 2003.

 

.......which was passed on to the truck manufacturer and then on to the purchaser of said truck.
