Installing the Jake Brakes or C-Brakes is not a big deal Remove the valve covers and remove the oil supply plugs in the rocker housings and put the gaskets on and bolt the brake housings on.
Make sure that the engine has the wide valve bridges on the exhausts if not they can be installed by removing the adjusting screws from the exhaust rocker arms and rolling the arms back. Be careful not to drop anything in the engine. Probably a good idea to set all the valves and injectors while your in there setting the engine brakes.
Depending if your engine is a phase 1 or 2 the wiring is different. A 2000 should be a phase 2.
The phase 2 engine brakes were powered out of the ECM so you will have to get the harness and install it. You will have to install the dash switches and wiring as well. If the truck has cruise control it should have a clutch switch, if not that will have to be installed as well. The ECM may have to be reprogrammed to make the engine brakes work.
Cummins has some very nice laminated wiring diagrams that show where the connectors go in the ECM connectors. Well worth the price.
The installation and additional wiring is not a big job to a competent mechanic.
