You're just spewing out unsafe practices and it would be crazy to slow down before a grade to pull it in a gear you can't hit. I'll just leave it at that. Maybe someday you'll have a big load and realize that you need your speed and momentum to pull the grade. Your job is to drive professionally and assuming they panicked is ludicrous. But you know it all so this thread is done.
