What would cause the engine fan to run constantly ?
Also, approximately how many HP is this drawing off the engine ?

faulty fan circuit switch..
probably under normal driving if you had an old fashioned truck where you could kick the engine fan on manually it's probably drawing about an extra quarter of a gallon per mile -
I heard somewhere in the neighborhood of 30 to 40 horses...so I heard.

Bad switch, bad fan solenoid, bad fan clutch just to name 3 "could be wrongs".
Folks can help diagnose the problem if you let them know more about your truck. Edit: helps to read the title.
But before you do anything make sure you didn't inadvertently bump the switch on the dash. Been there. Done that. Spent half an hour trying to figure it out. Doh!Trucker Kev Paid Tourist Thanks this.
