I wouldn't worry about a 1% error. Wear on tires can make bigger error than that. Generally due to governors they set the calbration for worn tires so you can always go that fast and sometimes faster. Without a governor you want to be always going no faster than the speedometer so you calibrate for new tires. That's likely the difference.
