Ever deliberately stopped in the middle of the street to make a turn?

I have the same thoughts about the numerous other people here that say that they have never deliberately stopped in the middle of the street and blocked traffic to make a left-hand turn.

Yes. I have been on Lamar Ave in Memphis, TN many times. That's why I thought Lamar Ave might be in Memphis before you ever wrote the word Memphis. I think I have had several shippers/receivers either on Lamar Ave or on a road that connects to Lamar Ave in my career. I have probably been to the Love's on Lamar Ave several times as well.

Nobody has answered the last question of the OP except to say that if there is a wreck when I am doing this, DOT will hold me as partly responsible for the wreck.
What does DOT think about this if I do this, and there is no wreck? Would DOT condone it if the way to the right was a restricted road for semi-trucks or had a low bridge and Elm Street were extremely busy? -

As soon as I put my cell phone in my hand to call the police, traffic will clear from both the left and the right, giving me a 2 second window to start driving forward and make the turn, but I won't be able to drive in time because I will have my cell phone in my hand.
