Economics 101:
In order traffic to be reduced by paying a toll, the toll would have to be high enough to deter motorists from using the road, thereby reducing traffic.
Be careful what you wish for... -
You have to pay to drive on most of the roads in Chicago and its worse than driving down a dirt road. There's bigger potholes in Chicago then Central America!
