it appears the truck owner is trying to get around paying you as a employee,and paying you as a contractor with a 1099 because you are buying the fuel. my advice find someplace else to work. if he is try that who says he wont try and cheat you on this 60/40 split because he will have billing paperwork and not you. lots of luck
