Hello everyone.
In late 2011, I received my class A and finished my year requirement with one of the megas.
In late 2012, my wife who is a member of the armed forces was stationed overseas and I left my company and joined her. I was able to renew my 2 year card with a military doctor at our first duty station, but was unable to do so at our second back in 2016. Because of this, my Indiana CDL had become disqualified.
We have returned to the states ( currently Alabama ) and I would like to start driving again so I am currently reviewing my options.
Currently, Indiana law states that a CDL disqualified due to expired medical card can be reinstated so long as they receive a current medical card within 6 months beyond the expiration of the old one. Since it has been over 2 years I would also be required to retest ( not sure if they mean paper, road, or both ).
I am currently looking into transferring my license to Alabama and am unsure how this current situation would apply to my CDL. If I show up with a valid medical card, would they reinstate my CDL during the transfer, or would I have to downgrade my license and start the whole CDL process over.
I am planning on going to school anyway, so it wont matter too much either way, but there is about a $1000.00 difference between the cost of the CDL course and the refesher course.

Contact the Alabama DMV because some states make up their own rules about upgrading a cdl with an expired medical card.

Schneider Bulk will probably pay for a refresher course and get you back on the road. They do a hair follicle drug test, so better be clean for the past 12 months.

I'll be going to the DMV on wednesday to find out for sure, but am debating whether I should pay for the physical today so I can have it ready just in case.
School starts in 2 months. They require a med card dated no later than 30 days before class starts.
If Alabama can't transfer my CDL, I'll have to pay for another physcal before class.
If they can transfer the CDL but I don't have the med card, I'll have to wait a month for another appointment at the DMV. By then, It will most likely be too late to change the type of class that I'm paying for.
Thinking about it more. It seems like if may be worth it to pay for the physical even if the license transfer doesn't work out just in case.

The medical card should be good in any state and shouldn't affect you changing your license to Alabama.
Don't let just any doctor give the physical; make sure they're on the approved list or the DMV won't accept it.
You can probably Google for approved doctors in Alabama or maybe the DMV has a list you can get a copy of or look at. -
Sorry can't help you but I have to say this, it is what pisses me off, if your card expires or in your case you can't renew it, then you should have an option to suspend the privileges before until you can return to get the dot card and present it to the DMV to activate the privileges. The fmcsa reg allows the states to capture more money by allowing them to force CDL holders to have to go through the process again to be licensed.

When I stopped OTR, I stopped getting DOT Medicals. I swore out a document under what is called Tier two to Arkansas saying I can keep my CDL A under grandfathering (Which is one of the few ways a old driver gets to keep a CDL) and also to keep it from getting suspended or revoked because I am not current medically (And never will be.)
In exchange that Tier two information on me and my CDL goes into a database. IF the USA gets attacked say in DC with a number of nuclear bombs, FMCSA and FEMA will look for Tier two truckers and recall them into service hauling dead bodies for cremation in the incinerators among other things. That is one of several very specific options to using a 18 wheeler in a commercial or National Emergency for war purposes etc only. As explained to me.
As long I swore out a Tier two paper every so often, i could retain my grandfathered CDL A with everything on it (Which is vision, written tests for all endorsement, air brake, gen knowledge etc, fees, real ID 2020 information and so on etc etc etc. I could purchase a 18 wheeler and drive it strictly private non commerical and be lawful for it provided I am not making a dollar doing it. (Its a example, a show truck that travels occasionally to sit in shows for people to enjoy.)
Most CDL Holders think they can roll on into the sunset for years and not worry about renewing the medical card. They changed that a couple years ago. You have to have a valid medical card on your CDL at all times for it to remain untouched by the State in Tier One. If you lapse the DOT medical and did not renew it (And more importantly did not VISIT THE DMV and swear out a Tier two, three or four level to retain your CDL without a medical card your CDL will be suspended with everything that goes with suspension. (Its a computer thing nothing personal and is part of our laws that has recently been changed to do this)
It's also a way of forcing truckers to constantly report for DOT medical anyway. Suppose you visit DOC and get a nice DOT Medical and next week go to orientation in Kentucky. You will be sent to that company doctor for a FRESH DOT Medical card there. So we are in a two part trap. If you don't have a DOT medical you are eff'ed. If you DO have a DOT medical you are still eff'ed because it's not treated with respect and you go to another company doctor who may or may not issue you a new DOT medical. -
Your license is downgraded. Alabama is only going to allow you an operator's license because that is what Indianna says you have. You will lot be able to show up with an old CDL and a physical because Alabama is going to run a license check.
Get you CLP, grab a physical, go rent a truck, find an office to test, and get your A.

Turning in the CDL. Im just a basic car license and also the reefer trucks with the dead will look too much like food trucks.
As far as FEMA they have their own problems being the ABC system of containment and recovery of the disaster area or city or states.
This is not a enforceable situation. There isnt anything to enforce if a tier two is not in a position to go out across the country and do the work.
