fan stays on dd13

hey,
got a dd13 in a m2 body, fan won't turn off, fan clutch is good, fan solenoid replaced. very weird, fan will release with ignition on but once engine is running it'll engage and not turn off, have power on both wires of the solenoid which is weird when running but with ignition on i have one power and signal on the other, the way it should be. When i activate the fan output at 100 percent on dddl it shuts off the fan which seems backwards to me as that would always engage the fan and i have the correct voltages at the plug but stopping the activation turns it back on and gives power back to both wires. instrumentation says the fan PWM06 is at 100% which means engaged right? if so why is the fan being engaged. have tried another ecu and same problem. please help
