the ecm could be commanding the fan on due to inputs from the ac system, intake temp, & coolant temp. You will need to connect a scan tool to the engine to see if the fan is being commanded on. A sensor could fail in range & not cause a check engine light. If the ecm says it should be off check the wire between the ecm & solenoid for damage.
