No they wouldn't be, they are selling an antenna that is intended for boat and car use, it is one with a horizontal radiation pattern and using it without a car or boat doesn't make them liable for a radio blowing up.

I would think about, seriously think about getting a dipole (horizontal or vertical) or a flag pole antenna set up if you are concern with the neighbors. Even a Gutter antenna (not a car gutter antenna mount) may even work for you but it isn't hard to get something in the air to work.

Oh even a piece of wire on a tree with ground radials would work.

Normally to yank Rabbi's chain I would suggest getting a light bulb antenna but that a whole different game.

I had one back in the 80's. It will work better than the firestick or a no ground plane antenna, even though it's only 3 feet tall. No ground radials to mess with. Plus it handles 500 watts, according to the manufacturer so it won't hurt your radio, and it's neighbor friendly.

Edit: after a little more research, it turns out that this base antenna is a no ground plane antenna. That explains why there are no radials. But high in the air it should still work better than a NGP mobile antenna.
