For example, mixing about a cup of rubbing alcohol into your washer fluid tank can lower the freezing point.
You might also try winter-grade washer fluids like Prestone De-Icer or Rain-X Anti-Freeze Washer Fluid, they’re made to work in freezing temps.

If heat on the windshield is the ''problem'', why, as soon as you pull over does the windshield clear?
The windshield gets hotter when stopped.
