On a side note, realize that the four wheelers may not know what flashing their headlights means. My last trainee was coming up on a LEO on the shoulder so he threw on his left signal to move over. There was a car a little ways back in that lane and they flashed their lights. He took that to mean they were telling him to come on over, but no...they sped up as he started to change lanes. Then, when they came up beside us, they honked their little horn and flipped him off. I was like, "WTF, do they think they are in Europe?"

Looks like a part of that law is still on the CA books: http://www.dmv.ca.gov/pubs/vctop/d11/vc21753.htm -
Turning your lights off and back on is much more courteous and professional at night in my opinion. I have discussed this with other drivers and found that its mostly the younger and/or inexperienced drivers who flash their lights.lonelyswmtrucker Thanks this. -
When ever I drive in NYC or anywhere in that vicinity I use the 3 second rule. I put my signal on, count to 3 and start moving over. Trying to wait for someone to let you over simply does not work.
