Before I signal someone to come back in, I have a clear view of what is in front of them, so I am not concerned how close they are, they are pulling away all the time, if something does concern me I will let off and give some room quicker.
I am lucky and don't have to deal with it any more. I seldom pass or get passed if I am running north, but when I do, most of the passing is on hills, dirt and 2 lane, no such a thing as passing lane. We generally tell them to not let up and come on around if we know it is clear and on a hill and depending on which way the wind is blowing may or may not come right back in when signaled, but they have the option if something pops over the hill.
A lot of the trips I will make the 500 mile run with no passing either way, and when we do, the lead truck usually lets you know and slows, and the passing truck slows too, so as not to be rocking each other.
We also slow to under 30 or so when we meet a truck, for the same reason, nooo high speed passing or meeting on the dirt, if a guy plans to keep trucking here, the guys are courtious, but will also smack you if you aren't. lol
If for some reason, I ever had to go truck back south, I will just carry on and signal like I have always done and not worry about what is done with the signal.

Flash them on and off until the person comes over, I don’t care how many times it takes. I will even say on the CB “For the Love of God, move over before you get us all killed!”

I see the blinking its OK to come over more as you can move over now and if you have to brake I should be able to stop without rear ending you. Because they don't know my weight or my skill set as a driver. I dont flash because I think they need the help. People are too defensive about it.

If not that I do it because its a truck with a lot of lights and some of them can blink them in different patterns. So I'm just hoping for a light show.
I remember late at night I got passed by a convoy of cattle trucks and they all had light shows. I blinked them all. Few miles of entertainment. -

I don’t bother anymore. Most drivers nowadays come back over way before I’m ready for them to. And they are too distracted to even say thank you.

High beam flash works well. Day & night. Driver doesn’t need to be watching mirrors.
Besides, to get him over sooner AFTER dropping off 5-10/mph OR MORE keeps the fools on his tail moving past.
Open up a big gap by slowing. Wave semaphore flags. Whatever signal is fast & noticeable.
It’s NOT the signal. It’s in ending the pass soonest.
