A friend from my cdl class called me to get this question answered. He was a flatbedder about 12 years ago and got out of trucking. he was in my cdl class for refresher. He is working for a company in Utah.
He picked up a load of steel pipe in texas, headed for bakersfield California. he wanted to know if the laws have changed regarding tie downs in california. Does he have to use chains to secure that load or can he use straps or both. Any specifics regarding california law? Thx.

substance between the steel and the straps, but I will let real steel haulers correct me if I am mistaken, as I am a tanker and box-puller by trade.
I do know that when I was hauling flatbeds of steel sheet, there was not one strap to be found, only steel chains, so take that for whats its worth. -
I would say your buddy needs to stop & buy himself a book on securement regulations NOW before he gets himself in trouble. A LOT has changed in 10 years.. Like for instance:
1) All securement points on trailers must be labeled with WLL (working load limit) ratings..
2) You can NO longer secure straps over the "rub rail" .... The book will show you on the right vs wrong ways to do it.. (Many "old timers" are doing it wrong today.. don't rely on rumors # the truckstop to keep you legal.
3) Some states have additional certification to haul coils (Alabama is one)
It's best to just break down, spend a few bucks & buy the book!
