Most likely there are witnesses at that time of day. That intersection is the entrance to the hospital, and the industrial park with a lot of factories is just about a mile east.
The truck came to rest WELL under a thousand feet from the hospital atrium/ER entrance. There is a lot of glass for people to be looking out! I bet EMT's were there in less than 3 minutes. The fire department is volunteer, so that would take a little while.
The driver is a "real" owner op with his own DOT number. Most like let he had paper logs, and they are or falsified. I would imagine the DOT is going through those with a fine tooth brush. If has pre pass, many weigh stations will have a record of when he passed. He will have fuel receipts. If he paid cash for any tolls, I bet he had the toll receipts in the dash cubby hole. I for see more charges filed.

Seriously you say there isn't a single benefit of alcohol? That's a very asinine statement. Although it can be abused like anything else moderate use while off duty on hometime actually has some benefits. According to many medical professionals.
