They opt to blame CVSA for lack of enforcement on non English speaking drivers. They are just as much to blame. How do these drivers pass their new entry audit when they can't understand a lick of English?
I would rather they NOT show up at MATS than to show up & pretend to be interested. A do nothing agency.

I don’t get your point about new entrant going through an audit without knowing English.. I did mine from my office chair online. Not sure what the safety concerns would be..perhaps a paper cut from transferring documents to a from the scanner.. I almost suspect you don’t have a clue what you’re yapping about.

I’m not into listening to sniveling.. I prefer text that way I can focus on context. Video yapping tends to edit out relevant content that is inconvenient to their audience.

In 2015, Doug Morris reported to the OOIDA Board of Directors that the English-proficiency regulation, which was then enforced on as part of CVSA’s out-of-service criteria, resulted in 101,280 violations in 2014. But only 4,036 of those drivers were placed out of service.
Morris said having commercial vehicle drivers who don’t understand English poses a safety hazard.
Rather than start issuing more OOS orders, CVSA voted in 2015 to drop the enforcement of English-proficiency regulation from the out-of-service criteria.

Too much finger-pointing going on. The US DOT secretary needs to get involved, tell the FMCSA and CVSA to enforce the regulations, and put any driver out of service, and flag their CDLs for revocation.

CVSA may have dropped the oos requirement but the fmcsa dating back to 1936 has always maintained that the enforcement responsibilities lie on the carrier and was not an oos violation. And that’s why the regulation still remains on the books.
“Morris said CVSA petitioned the Federal Motor Carrier Safety Administration to have the whole regulation taken out of the Federal Motor Carrier Safety Regulations, but the agency denied that request because “it’s still a problem that needs to be addressed.”
CVSA members did go ahead and vote to no longer put English proficiency violators out of service, in spite of FMCSA retaining the regulation on the books.”
IMO cvsa misinterpreted the fmcsa regulation to begin with.
The OP specifically attacked the fmcsa.

Going after non domiciled drivers I’m all for, that door should never have been opened.
Stopping the visa handouts for truck drivers I’m all for. Too many legal citizens driving trucks that are hurting.
Making truck drivers required to speak English I’m all for. Legal cross border drivers included..can’t have it just required for US domiciled drivers.

Read more here, it’s interesting even Florida opposed the regulation. Arbitrary enforcement,,civil and constitutional rights in question. ACLU all over it.

It's ironic how everyone blames the industry or some fed group for allowing it to happen because it's the feds themselves that are allowing this to happen.
Almost every single thing I read about here on the forum that people complain about can be followed back to the cause being the feds. Our government is the problem and "voting" will never remove them.
