FYI: wet sand paper may work better than steel wool, use like 1200 grit working up to - -1500 -2000 -if not to bad just start with the higher grit. You will still have to buff and polish. I also did this on a turn signal lens (motorcycle) that i put some pretty nice gouges in it --starting with a lower grit --you cant even see them anymore -and probably saved about $50.00 .

As far as the bulbs, check out the Sylvania Silver Star bulbs. They are expensive but put out a much brighter, whiter light. If I remember right they are between $50-$100 a pair depending on which series you buy.

Just buy new headlights. Bulbs don't really matter unless you want to melt the wiring on the headlight.

If you headlight covers are foggy, it doesn't give you the right to drive around with your High Beams on because you can't see, and if you put aftermarket lights in, please adjust them properly. I've had some trucks come up behind me with aftermarket lights not properly adjusted and I wanted to smash them out with a hammer because they were shining in my mirror.

i would just sand them out and buff them, unless they are super bad, iv done it before just using 800-1000-1500-2000 grit wet dry paper then buff out with a ordinary compound works good, probably a half hour per light at the most doesn't last for ever but not a bad way to kill some wait time at a shipper or at a truck stop on a nice weather day.
