Can an O/O haul food grade tanker under their own authority, not just leased onto a carrier?
If so, will shippers contract directy with a one truck operation, or do you need to go through brokers? Who brokers food grade tanker loads?

Sounds like a lot of red tape. What's the story? Are you looking into this kind of trucking or did you fall into a food grade tanker that you have? Those things have to be washed and certified just about every time you switch product and it's expensive, time consuming, and can add 100 or more miles out of route during a deadhead. If it's anything like hopper bottom, you pay that yourself and there's nothing extra in the compensation.
There are brokers for everything, but no one in particular comes to mind. -
I am developing a 5 year plan to become an O/O. Trying to pick the best O/O option, tanker or reefer. With what you mentioned it seems tanker is a better option only if leased to a carrier, reefer will be better running under my own authority. Thanks.

First you can have a general plan for five years. Without hard business data from your own experience and company even a year is tough. You can set a goal then a general path. Specifically this is where I want to be in 5 years. What do I need to know and how much money do I need. Then set a plan for this year that moves you toward your goal.
