My tractor says the same thing as it has a 12,000 front axle, and 40,000 rears. Gross means fully loaded (combined truck and load) weight. If you add on trailer, you can add the weight rating of those axles to get your combined gross vehicle weight rating. That is Trucking 101!!!!!!
