I read the first page, and then 'thumbed' through the rest of it. The spelling and grammatical errors within makes it seem like it was written by an eighth grader for his final research paper in metal shop.

I can't take anything in that document seriously.

Of course, it was found on the Internet, so it must be true and correct.

Even in the pdf, you posted, never does the man speak of using any angle to reinforce the area. He only speaks of full C-channel to either glove (outside) or sleeve (inside) the repair.
He also speaks of using the same fasteners, as originally used. Freightliner uses Huck bolts, not grade 8 bolts and nuts.
Do I have personal experience with frame repair? Yes, I do. Although, I did not personally do the repairs, I did gather the materials and tools needed, for the job and then observed the mechanics, as they did it. The C-channels were custom bent, by a shop on N.E. Holman, across from Thrifty Rent A Car, close to PDX. The Huck puller, pins and collars, came from a place in Vancouver, WA. They rented us the puller and sold us the pins and collars. Yes, anything attached, to the frame, had to be removed then reattached, some with modification.
These were chip trucks, at a local wood byproducts hauling company. A company you are probably familiar with, based in Troutdale, OR and all the trucks are painted blue and white. Been 20 years, but I remember the repairs well and what it took to properly make those repairs.

I won't discount it because of spelling and grammer. I've known some very intelligent people that can barely write, but they knew their stuff. His methods do show maximum strength and his knowlege of how the properties of the steel change are verifiable.

Don't know why welding wouldn't be legal...

I will agree here. Personally I don't think the fix is gonna hold and if DOT sees it there is a good chance that truck will never move again. Now if someone actually cleaned out that crack real good and welded it up then used a chunk of steel to plate over it, you'll be fine.

I did state welding alone would not be a legal repair. It would also need a sleeve or glove for proper reinforcement.

Don't forget to drill a series of holes, both infront of and behind the crack, to wrap some coat hangars through, for reinforcement!

Ok, people, snarky comments are not what is needed here. That doesn't help the situation whatsoever.

Really!? Or did I miss the actual comments and they already got edited out?

Although the jb weld and coat hanger comments were funny!
