Judging from the debris I see in many truck stop parking lots, some individuals have solved that problem.

 

No, those prison trucking programs are for non-violent offenders who drive real trucks on real roads. I spent time in prison in Texas. There is a CDL program at the Wynne Unit in Huntsville. They deliver goods to and from prison factories after completing training.
