Front blinkers don't work, rear dont

have a 1996 kenworth w900 tractor. driver reportedly hit a bump going up a hill that caused his front blinkers to stop working. the rear blinkers still work though. have a diagram but this trucks been handled by a lot of shady mechanics in the past. any ideas on this? odd problem
