front bumper on 1997 fld 120 freightliner???

guys on my freightliner dump truck i see that my chrome bumper has some kind of cracks where the bumper binds in towards the tire is this normal????? i plan to just weld it up and be done i think but its just odd to me that it would do that the crack is about .5 long on each side but i think it will get worst if i dont do something about it now .... the bumper is flat in the middle and on bothside it flods back in to the lines of the truck..
