You are right about some companies that take chances. Had a friend of a friend get killed by a truck just a few days ago. The driver failed his blood test from what I heard. I don't use drugs, smoke anything, or even drink.
But on the other hand there are fast growing markets. If a company is losing money with trucks sitting parked and loads willing to pay then the company may be willing to pay the extra money. Just making numbers up. An experienced driver makes the company $1000 a day. A new driver costs an extra $500 a day for insurance. The company has ten trucks sitting because they don't have the drivers. The company then hires less experienced drivers, pays them less, and treats them like dirt. So they won't stay too long. But the trucks get moving and they start finding better drivers and bring them in to replace the ones that quit or don't make it. It is all about the dollar.
