@Doing_flatbed_nc ... Did you not get your tags this year? If so, why the early renewal??
I got my tags in Nov 2017.
Called VA DMV this year (3 weeks ago) coz they "had not recieved" my UCR (lie), and as after we cleared that mess, I asked if my IRP or anything else was outa whack. Rep say everything looks good. I ask about the "renewal amount". She says last year, I paid for ALL 48 states, but in November 2018, I will ONLY PAY for the states Ive been to.
Long story short: Why is your renewal for the entire 48 states?
Regarding IFTA, as @Ruthless said, they are 2 different things.
I dont worry about ifta. I fuel at the cheapest place I can get. Heck, when I bobtail, I pull into $2.50/gal mom & pops gas stations, that dont have the high-flow pumps.
Last week, I saved $75 fueling at local gas station, versus fueling at T/A.
My savings far exceed IFTA bill that's coming. Thats how I see it.

IRP used to be 48 states for the first year going on estimated mileage sheet that they gave you. Then they changed it a couple years back to you got all 48 states no matter what, but you only end up paying for the ones that you actually use. My first year is up in November.
In Nov 2018, AFAIK, it will be calculated based on the states that my IFTA filing show.
We shall see how it goes. -

cheapest after deducting the fuel tax that is the real price of the fuel your tax liability is the same so if it's a high tax state extra

money refund or low tax you have to pay ..... usually I buy in the medium tax states south Carolina seems to have good deals even if it's a low tax state I usually don't buy in Pennsylvania and when I am running through there a lot I don't do the turnpike as little as possible and my tax bill is useually $100 higher or more they have the highest fuel tax .... probably hurts Sacramentos feelings so that wont last long

Honestly, I dont even process that in my brain.
If I'm saving $70 per 250 gal per week, and I'm crossing PA/NY etc, without refueling, the "cheapest price, after substracting ifta" becomes meaningless.
The $$ saved (& time away from fuel lane hoggers) more than makes up for ifta taxes. -
My first tag was July 2017. I just renewed and they said I have to pay the whole $1500 for 48 again.
Next July, I'll get the discount. -

You are thinking about it wrong. You can pay now or pay later. If you want to minimize the total cost for your fuel, the smartest way is paid price minus ifta rate. If you have a decent card and run similar lanes it is easy to identify the places that always have the best price for you. For me when I run pa it's Sapp at Clearfield pa. Yes pa fuel tax is huge at .74. Sapp always has the lowest price fuel for me on this particular lane. It costs me more up front, but in the end it costs me less and if I run a lot through pa I generally get a refund.
Try doing these calculations then figure your fuel cost per mile as the cost of raw fuel (ifta not included). Your tax liability is the same regardless of where you buy it. So may as well maximize the input credits while minimizing fuel cost when possible.
