This sounds like exactly what I'm going through... I have a feeling that the reason the problem came back after the mechanic blew the line is they might not have been thorough enough. Probably should have disconnected both ends to make sure it was cleared right?

Ridgeline stated those with Bottom lines wont have a problem equalizing. You can find them towards the back of each tank on the bottom they have a direct connection to each other, sometimes protected by a small strut going across.
The other two lines I can remember is fuel return. If your engine is returning warm fuel back to the tanks to keep them toasty in winter then alls well. If the fuel returns are not feeding back to the tanks properly that could throw them off balance. -

Check the return lines to the tanks. Fuel should pull from both tanks to a Tee than to pump so they feed equally. The returns work the same way. They should tee off to both tanks. It could be that fuel is pulling from one tank and returning to the other. They should pull and return from same tank or both.

I know you said you disconnected driverside return line and blew air in it. But what you need to do is disconnect both tank returns and run engine and see if they are returning equally. If only one is working than it is blocked somewhere. Some of the t-fittings but not all of them have check balls in them to keep fuel from reverseing its flow so the air might not have gone past the tee.

A friend had someone put a piece of a plastic bag in one tank... it would float around in the tank and block the pickup line... took forever to find it
