Fuel tanks uneven, cant seem to figure out, Help

SOLVED! IT was a bad return line that goes from return spliter valve to fuel tank that always had fuel in it. It was a little wet, so i removed it, sprayed soap and blew air in it, the air was coming out from everywhere. I gues it wasn't creating enough pressure in the tank to push out fuel.
Anyways THANKS all for your help.
