You can't dilute gasoline or diesel with water. They don't mix; the water settles to the bottom of the tank.

Well another attempt last night. I was parked in a very dark and quiet place. Unwinding in my truck in the drivers seat window half open smoking a cigarette when a truck with its headlights turned off pulled up behind me. Saw two dudes jump out and they pretend to be walking around their truck. Me sitting in the drivers seat with all lights turned off, I decided to take out my handy dandy Rambo knife and waited quietly. You know just In case. Here I am preparing my self to open the door and purchase a ticket to 3 free meals and a cot when they decided to start walking towards my cab. I flung my cigarette out the window and popped my door. They quickly walked back to their truck and drove off.

I’d be nervous to park and leave a truck next to another truck that has a wet kit on it. I’ve heard of pto’s and wet pumps being used for shady fuel transfers.
Another Canadian driver Thanks this.
