(2019 freightliner cascadia) So when the truck is off and sitting the fuel water separator is about halfway full or so. When the truck is running the filter fills up. Not overflowing or anything. Just full. Wondering if this is normal or is it an issue with the fuel lines or anything else?

I would change the filter first and see what happens. If that doesn’t work, probably change the whole thing.

It could be restriction on the engine mounted filter. That's a $40 filter. Change it up and fill it up and put it on without spilling any ....... They re-prime. And see if it works.

The davco drain off the bottom and check for water. I'm almost certain you won't have any.
