For 7,500? Any maintanance records?

Sounds like a fair deal so far. Go check it out and listen for any strange noises in the front of that Detroit. Bull gear would be the only weak spot that is anything like common.
If it looks clean enough, go for it. I doubt you are going to get maintenance records on a truck that age, but you could ask I guess.
Be sure to check everything works, as some parts will be Volvo only and kind of spendy to buy. Hard to be real picky on a $7500 truck though

Why such low mileage on that old of a truck? I have a friend that drives back and forth to work daily and puts about the same miles per year that that truck averaged

Just hook it up to a reader and compare the mileage if its a concern.
ECM mileage should (in theory) match the odometer mileage.
