Then you need a lawyer. Like matt says, find someone from the city where the court is located, who UNDERSTANDS CDL TICKET DEFENSE!
Alternatively, the lawyer networks like Road Law or ITL refer your case to local lawyers, but it's more luck of the draw. I'd google search a local CDL lawyer first.

I used Interstate Trucker a couple years ago, it cost $400. That would have included going to jury trial if we decided to do that.

The fine and implications to the carrier itself is pretty hard to implement since it must be shown (proven) the carrier itself actually demands the driver use the phone in the course of their work to communicate with the carrier, while driving. That said, many carriers use this misunderstood and misapplied clause as justification to put driver-facing cameras in trucks -
