There are somethings the Navy is allowed to throw into the sea. Basically anything biodegradable. Anything else is compacted into large disks and is unloaded at port or during the next replenishment at sea. One of the more interesting things that the Navy has put in the ocean is an A-4 Skyhawk with a nuclear weapon. This was in 1965 in the Sea of Japan. It rolled off the deck. It's classified as "Irretrievably Lost." They know were it is but don't want to spend the resources to retrieve it.
The US military opperated by EPA standards in Iraq. We had to collect the used motor oil and put it into 55 gallon drums. Once we had a truck load,an Iraqi national would come and pick it up. We always assumed that he dumped the oil out somewhere and sold the drums.
