Who is looking FOR escalation more? The person who carries a weapon openly or the person who carries NOTHING? if the open carry ISNT on a more heightened lookout, they're triply stupid because they are openly advertising that they can deal with it.

It is a fact that people that THINK there is a risk of X are more on the lookout for X and see it EVEN IF IT WASNT THERE.
