H.R. 2730 Your liability insurance is about to go up in the name of "Safety"

can anyone tell me how a amendment such as this would go through or fail. ( the political process)
would their be a debate, open to the public ear or settled behind closed doors ? is there any date in which it has to be settled or go away completely.
I would like to follow the progress of this very closely, since the outcome would either have me filling out a application for a mc# or throwing it in the trash can and work for the man.

that will not happen because the big fleets are self insured. it will not change their overhead one cent
